Backfill means filling a spot someone else has left. In HR it is hiring a replacement when an employee leaves, moves roles or goes on leave. In staffing it is also the same-day job of replacing a Crew Member who canceled, called out or did not show, so the client's shift is still covered.
For a staffing agency, backfill speed is the service the client remembers. Clients expect some Crew Members to cancel. What they judge is how fast the agency notices and gets someone else there. A backfill found in 20 minutes is a non-event; one found at lunch is a complaint.
