A candidate pipeline is the set of people moving through an organization's hiring stages, from first application to hire, together with the stage each person is in right now. For a staffing agency the pipeline continues past the hire, through onboarding paperwork to ready to work.
What are the stages of a candidate pipeline?
Each stage is a point where a candidate either moves forward or stalls. Most staffing agencies use some version of these stages, and many configure their own names:

Candidate pipeline vs. recruiting funnel
They describe the same stages from two angles. The funnel shows how many people make it from one stage to the next. The pipeline shows who is where right now. You manage the pipeline daily and read the funnel weekly.
How do you measure a candidate pipeline?
- Stage conversion rate. People who moved to the next stage divided by people who entered the stage.
- Time in stage. How long candidates sit in each stage. A pile-up in New points to response speed; a pile-up in onboarding points to paperwork.
- Drop-off by stage. The share of candidates who stop responding at each stage.
Illustrative example: 200 people register in a week, 120 complete a profile, 70 are interviewed and 45 finish onboarding. Profile completion is 60%, interview conversion is 58% and onboarding conversion is 64%. Overall, about 1 in 4.4 registrants becomes ready to work.
Bottom line: watch time in stage as closely as headcount. A pipeline that looks full can still be stuck.
